Scope of Work

Responsibilities include but are not limited to:
  • Promote the use of Availability and AP Programs throughout the Command
  • Review, operate and maintain the NMD Database for SERMC assigned projects
  • Assist in the development of definitive work specifications, cost estimates and material requirements for overhauls/repairs
  • Liaison with the supply department regarding requisitioning/procurement matters
  • Review specifications to align with Quality Assurance standards, terminology, and current NAVSEA standard items
  • Maintain communication with the MT throughout availabilities to ensure work items written meet requirements as defined
  • Maintain the long-range plan for accomplishment of current and projected planning workload schedules
  • Support in the scoping of work items as required by the MT and Contracting Officer
  • Maintain the NMD master specification catalogue (MSC) for class templates
  • Review and route proposed templates for all ship classes to the MSC gatekeeper for inclusion in the MSC library
  • Assist the MT in preparation of advanced planning presentations for, and participate in, work scoping and work definition conferences including Integrated Project Team Development (IPTD), Work Package Integration Conference (WPIC) and Work Package Execution Review (WPER) meetings to ensure proper work-screening actions are assigned and are consistent with established policy and procedures
  • Advise Waterfront Operations Department Head and Waterfront Operations Manager of acquisition life cycle issues where significant impact may result in either the effective availability maintenance, modernization and repairs planning, readiness or to overall maintenance policies. Monitors progress and adherence to planning budgets, and execution maintenance processes involved with division operations through coordinating the effort of Class Team Leaders, Project Managers, Production Ship Superintendents and Ship Building Specialists
  • Advise Planning Division Supervisor of acquisition life cycle issues where significant impact may result in either the effective availability maintenance, modernization and repairs planning, readiness or to overall maintenance policies.
  • Monitor progress and adherence to planning, budgeting, and execution maintenance processes involved with division operations through coordinating the effort of CTLs, PMs, Production Ship Superintendents and Ship Building Specialists
  • Attend and participate in AP teleconferences, KSNs, forums and local summits for knowledge sharing in a non-representative capacity
  • Establish and liaison with all internal departments/divisions and other Government entities assigned project advance planning matters, i.e., Type Commander Staff personnel, Naval Sea Systems Command logistics managers, Surface Maintenance Engineering Planning Program (SURFMEPP) managers, Naval Ship System Engineering Station technical personnel, other RMC activities, Naval Shipyards, Ship’s Force
  • Distribute Telecon meeting minutes and Knowledge Mail (KMAIL) from the KSN Process masters to WFO leadership
  • Ensure LL are shared with Code 300 Department and LL Coordinator for entry into the database
  • Assist MT in collecting, recording, and compiling advance planning data
  • Assist MTs in preparing advance planning and execution products and keeping deliverables current and consistent
  • Attend and participate in local Integrated Project Team Development (IPTD) events to discuss modernization products
  • Assist MTs in reviewing Solicitation Packages, Work Item Specifications and Standard Work Templates to ensure current strategies are incorporated
  • Apply LL strategies to reduce Growth/ New Work; identify Long Lead Time Material (LLTM); reduce impact to the Upward Obligations process; reduce cost and risk; to reduce and to eliminate schedule impact
  • Provide to Code 390 physical and electronic formats of all documents and reports produced
  • Provide a monthly report of tasks accomplished to the COR no later than the 5th workday of the following month

Qualifications Required for the Position

  • Must possess a minimum of five (5) years of deckplate experience in Navy Shipboard Depot Level repair, maintenance and modernization
  • Must possess a minimum of two (2) years of experience as a team member managing or executing Navy Ship repair planning, modernization or execution
  • Must possess a minimum of three (3) years of experience in entry and review functions of the Navy Maintenance Database, including data input, planning, data collection and report retrieval
  • Must demonstrate excellent speaking skills and capable of facilitating and leading cross-organizational group discussions while accomplishing tasking.
  • Must demonstrate functional knowledge of Microsoft Word, Excel, Power Point, Project and Outlook Programs through written products provided.
